SENIOR CIVIL SERVICE

The Director of Performance and Strategic Outcomes is a new post in the Scottish Government, holding senior corporate leadership responsibility for a set of cross-portfolio activities to improve the outcomes for the people of Scotland.  Reporting to the DG Scottish Exchequer you will provide leadership and support to Ministers, senior officials and policy directorates across Scottish Government to create the conditions for performance improvement in delivering the National Outcomes and achieving their increased impact across the public sector and Scotland more widely. This is a Senior Civil Service Director role that will drive enhanced cross-Government strategic coherence focussed on medium to long-term. The Scottish Government is committed to sustainable economic growth and a new DG Scottish Exchequer structure is being created to support the delivery of ambition through fiscal sustainability. This role forms part of that new DG structure however key responsibilities of the role remain subject to change as the structure is finalised. You will have the opportunity to input to these changes.  This post is also responsible for ensuring delivery and subsequent monitoring of the Scottish Government’s annual Programme for Government. 

The successful candidate will be required to demonstrate strategic and collaborative leadership skills and an ability to build and support an effective new Directorate and team.  One of the key tasks will be to finalise the shape and organisational design of the new Directorate which will include the expansion of the team and breadth of policy work cover.  This role does not require a specific functional qualification but candidates will need to demonstrate significant experience at a senior level gained in a large and complex organisation in leading strategy development and running major programmes as well as setting, stimulating and measuring performance targets. Experience in financial and commercial risk management will be desirable.
